Manai giggles at that. "No. The law doesn't actually exist physically, though its enforcement does--so, by thinking that one is above the law, it means they think that they don't have to go by the rules set by the law." She gestures vaguely with her right hand. "Like, harassment isn't allowed legally, and so those who follow the law don't do it, but those who think they're above it might harass others and stalk others."

Manai decides to try to understand the situation a bit more before formulating an answer, since it might be misleading or worse. "'The Hunters' as a name doesn't sound like a company." She ponders that for a moment. "...no legitimate company would stalk people, though. Uh, who makes up the group?"
