Before I go take a shower, here is an idea of how Silence met the twins:
-Silence is a shapeshifter and sometimes likes to play tricks on people
-Silence stalked the twins for a while, making sure that anything Silence does to them won't effect the twins long term
-Silence shifts into a cat and follows them around, meowing and stuff
-Lumi is holding a pretzel (you can see where this is going)
-Silence is able to get Lumi to crouch down to pet them
-Silence quickly shifts into their humanoid form, Snatching the pretzel and running off
-Kradly and Lumi are too confused to chase after them, but they will Remember
-A few weeks later Francis invites the twins over to meet one of his Friends
-Low and behold, it's the Pretzel Snatcher
-lumi sCREAMS, "Y O U."
-Silence: ">:3c"
- Francis is very confused while Kradly has to explain what Silence did
-Silence regrets Nothing
And it becomes a joke in the GBB to call Silence the "Pretzel Snatcher" whenever they're doing something mischievous

Well, from what I remember from HCing, Chad is a very over-protective, helicopter parent so if the twins didn't visit time to time then he would probably bother them a lot, adding on he would probably be able to track them down easily since he's a mafia leader
