-Tired (has eye bags that contain the weight of their existence)
-Angsty backstory
-Usually a guy
-Can kill him
As you can see, Time, these standards are not quantifiable, so raising them is not possible.

In reality I could understand it. People's appearances in reality aren't as exciting as a fictional character or whatever (as in they usually don't have crazy hair colors or really obscene clothing choices).
But this is the land of fiction. The land of delusion. You could pick anything and Echo selects a random guy that has probably a total of 3 non voice acted lines and sees occasionally walk around.
